Employment Transitions Program
Objective

The objective of the Employment Transitions Program is to assist single parents in receipt of income support the opportunity to prepare for, secure, and maintain employment.

Background

Employment Transitions was developed and piloted in 2006-2007 by the Corner Brook Office of the Career Employment and Youth Services Division (CEYS), Department of Human Resources, Labour and Employment to help single parents in receipt of income support to secure employment. The initiative was designed utilizing the "in-house" group facilitation expertise in working with single parents that existed among the staff of the CEYS Corner Brook office, consultation and direction provided by CEYS Provincial Office, a review of the Single Parent Association of Newfoundland (SPAN) model offered income support clients of the Metro – St. John's area., as well as literature review of an array of nationally recognized parenting and employment readiness programs in meeting the needs of the single parent population. For the pilot year 2006 -2007, Corner Brook sponsored three separate group intakes, consisting of 12 to 14 single parents per group.

Overview of Approach

Employment Transitions participants are single parents who have identified employment as next logical step in their employment plan, are in receipt of income support, have little or no recent attachment to the labour market, and through an intake assessment process demonstrate they may benefit from additional supports and programming that focus on personal management and job search and job retention skills.

Employment Transitions has adapted a "group activity" model for the delivery. The group activity based approach builds on the premises that i) single parents sharing of similar experiences can be a powerful motivator and support network to one another and ii) as the group programming unfolds participants increase their levels of comfort and trust within the membership of the group, to enable self exploration; and iii) experiential learning that occurs within the group, enables participants to practice skills they will need to prepare for, transition and succeed to secure and maintain employment.

Programming components of Employment Transitions are:

 The development of personal life management skills helpful to obtaining and maintaining employment. Examples; problem solving, communication, time management, budgeting, and team skills.
 The identification of personal strengths and skills through engagement in a career planning process towards occupational goal development. Examples: exploration of self – exploration and clarification of interests, skills, abilities, personality, and values. In addition, labour market information and occupation requirements.
 The preparation of job seekers to undertake an effective and successful job search. Examples: the preparation of resumes, cover letters, application forms; practice of interview and other job search skills.

The structure of Employment Transitions consists of "up to" seven weeks – group activity based programming, where experiential learning occurs that builds on, recognizes and develops life experiences, especially from the context of the single parent. The group activity based programming will then be followed by "up to" two weeks - individual job search. In this phase participants will "try out" their newly acquired job search skills, having access to one-on-one coached support together with follow-up services once the program concludes.

In summary, Employment Transitions is designed for single parents who are experiencing the daily demands of single parenting yet recognize they want a better future for themselves and their children. To achieve this dramatic change in their lives requires access to supportive resources while learning, practicing and implementing new skills and job search techniques to effectively find and maintain employment.

Employment Transitions
"Single Parents Making a Difference"

Purpose: To assist unemployment and underemployment single parents who receive income support, achieve increased financial independence by helping them find and maintain jobs.

Target Group:
• Single Parents with dependent children under the age of 18 years
• Non EI Eligible
• A minimum of Level 1 (Grade 10) education
• Be in receipt of IS for a minimum of 3 months

Program Components:

Training:
• Group and individualized sessions.
• Sessions include: Career Planning, Job Search, Healthy Lifestyles, Personal Development.
• Active job search supports.
• Supports for childcare and transportation during the training period.
• Continuous personal supports while working.

Earned Income Supplement:
• EIS paid after the first 30 hours work in a month.
• Maximum supplement is $300 per month, depends on hours worked monthly.
• Continued financial assistance with childcare and transportation based on eligibility.
